The WordPress Writing Settings section contains a few options, many of which that do not need to be changed. These settings apply to those who are using their website for a lot of publishing.
Formatting allows you to enable emoticons in your post content or comments content. Whether this is enabled or disabled is personally preference.
The second checkbox option has to do with the HTML that is created through the rich-text editor for your pages and posts. In nearly all cases this can be left unchecked.
WordPress provides a "bookmarklet." You can drag the "Press This" button into your browsers bookmark bar. If you are browsing a website and find an article or document you want to write a blog or article about, you can click on the "Press This" bookmarklet. A popup window will open for a new post. When WordPress first came out mobile devices were not nearly as far along as they are today. One way to blog remotely was to create an email that WordPress could access and publish. Periodically WordPress will log into that email and create plog posts out of emails in the inbox. Personally I do not recommend using this feature as WordPress has quite a handful of mobile applications to make mobile blogging easier.
Pinging is a method of a website reaching out to search engines or other services to notify them your website has updated. The default setting will work best, Ping-o-Matic! is maintained by the group who maintains WordPress.
